Coastal Flood Risk in the US: How FEMA Scores It and How to Prepare
Coastal flooding is the hazard where you can watch the baseline shift in real time. High-tide “sunny-day” flooding — seawater in the streets with no storm at all — has more than doubled along much of the US coast since 2000, and NOAA projects another dramatic acceleration by 2050 as sea level rises. In the National Risk Index, coastal flooding (hazard code CFLD) accounts for roughly $1 billion in national expected annual loss across the 436 coastal counties that record it — a number that understates the hazard’s trajectory, because the index measures present-day risk, not the 2050 coastline.
What counts as coastal flood risk
The NRI’s coastal flood hazard covers seawater inundation from high tides, storm surge from non-tropical storms (nor’easters), and elevated sea levels — flooding driven by the ocean rather than by rain or rivers. The boundary with two sibling hazards matters for reading the data: hurricane storm surge is largely booked under the hurricane hazard, and rainfall-driven flooding under riverine flood. Coastal flood is the chronic, recurring ocean flooding that coastal communities live with between named storms — and increasingly, on calm days.
The physics is unforgiving: a foot of sea-level rise doesn’t move the shoreline a foot — it converts yesterday’s rare flood into a monthly event. Norfolk, Charleston, Miami Beach, and Annapolis already flood on astronomical high tides (“king tides”) that were harmless decades ago.
How the NRI measures it
FEMA combines each coastal county’s exposure (buildings, population, agriculture in coastal flood zones), annualized flood frequency from tide-gauge and event records, and historic loss ratios into an Expected Annual Loss, scored 0–100 against other counties. Frequency does a lot of work here: places that flood several times a year score highly even when individual events are modest.
Where the risk concentrates
The current ranking’s top tier pairs frequent tidal flooding with dense shoreline development: Bergen County, NJ (score 100, ~$34M expected annual loss, flooding nearly 4 times/year on average), Charleston County, SC (~$36M — Charleston’s harbor gauge sets flood records almost annually now), Miami-Dade County, FL (~$23M), Cape May County, NJ, and Pinellas County, FL (St. Petersburg, ~3.7 events/year). The Jersey Shore, Chesapeake Bay, South Florida, and the Gulf Coast dominate the high ratings — all low-lying, tidal, and heavily built.
How to read your county’s score
For coastal flood, elevation is nearly everything. Within a Very High county, risk divides sharply by feet above high tide. The questions that matter: What is your structure’s elevation relative to FEMA’s Base Flood Elevation (on your flood map and elevation certificate)? How often does your street already flood at king tide — the most honest predictor of the next decade? And is your flood insurance current? NFIP Risk Rating 2.0 now prices each property individually, so premiums increasingly tell you what the actuaries think of your parcel.
What actually reduces the risk
- Carry flood insurance — no exceptions on the coast. Homeowners policies exclude all ocean flooding. NFIP or private flood coverage with the 30-day wait in mind.
- Elevate — the only durable structural fix. Homes raised above base flood elevation on piles or piers survive events that total their neighbors, and premiums drop accordingly. FEMA mitigation grants (BRIC, Flood Mitigation Assistance) fund elevation in repeatedly-flooded areas.
- Wet-floodproof the ground level: flood vents, concrete or tile finishes, utilities raised — accepting occasional water while eliminating most of the damage.
- Mind the car. Saltwater totals vehicles; chronic-flooding neighborhoods lose more cars than houses. Move vehicles ahead of king tides and coastal storm warnings.
- Check the exit routes. In much of coastal Florida, Louisiana, and the Outer Banks, the road out floods before the house does. Know your route’s low points and leave early.
- Before buying coastal property, look at NOAA’s sea-level-rise viewer and the property’s flood-claim history — chronic tidal flooding is the one hazard you can see coming decades ahead.
